The Ministry of Commerce, Trade and Industry is inviting
suitable applicants to fill two (2) positions under the Lobito
Corridor Trade Facilitation Project.
The Lobito Corridor
Trade Facilitation Project is a technical assistance and
capacity building Project under the Ministry of Commerce,
Trade and Industry and financed by a grant from the
African Development Bank to support development and
implementation of trade facilitation measures and the
development of value chains and economic clusters along
the Corridor. The objective is to contribute to the expansion
of domestic and cross-border trade and inclusiveness along
the Corridor.
The following are the main focus areas for the
Project:
Capacity Building for Trade Facilitation and Corridor
Development; and
Technical Assistance for Value Chains and Economic
Clusters Development.
The Ministry is therefore is inviting suitable applicants to fill
the following positions:-
Position: Project Coordinator
The Project Coordinator will be responsible for the
successful implementation of the Project, provide strategic
advice and oversee all procurement process, maintain
sound management of Project funds and ensure timely and
effective monitoring and evaluation of project activities. The
overall supervision of Project Staff rests with the Project
Coordinetor. The Project Implementation Unit (PIU)
Coordinator shall report to the Director Foreign Trade.
The
responsibilities of the Project Coordinator will include but
not limited to the folowing:-
• To coordinate the successful implementation of the
Lobito Corridor Project and provide strategic advice on
the Project to the Ministry
• Timely preparation of activity work plans and budgets
and ersuring their timely execution.
• Assume the lead responsibility of project audit and
implementation reviews.
• Timely preparation and submision of reports to the
identified stakeholders including the Government and
the African Development Bank.
• Ensuring accountability of all funds provided for activity
implementation and maintain records;
Guiding the overall M&E strategy and implementation
af activities within the project via partners;
Supervise, in consultation with respective agencies/
departments, the preparation of Terms of Reference
and specifications for procurement of goods and
services. Provide administratve, technical and
secretariat support to the Lobito Corridor Project Steering Committee;
Qualification, experience and essential competences:-
• Advanced Degree from a recognized university in one
of the following; Civil Engineering, Environmental
Management, Public Administration, Economics,
Business Administration or related disciplines.
• At least 15 years in fields related to the assignment, 5
years of which at a project coordination level.
• Prior experience working on border issues would be an
asset.
• Proven technical competencies in construction
supervision.
• Proven integrity and confidentiality in handling public
resources.
Duty Station:
All the officers under the Lobito Corridor Trade Facilitation
Project will be stationed in Lusaka and will involve frequent
travels to identified border sites for this project.
Duration of Assignment:
The assignment shall be for a period of four (4) years.
Position: Contract and Procurement Specialist
The Contract and Procurement Specialist will be reporting
to the Projector Coordinator his/her main responsibilities
will be to procure goods and services for all Lobito Corridor
Trade Facilitation Project components and his/her specific
functions will include among them, the following: –
• Planning and implementing a sound and sustainable
procurement process, including sourcing strategy,
supplier selection and evaluation, quality management
and performance measurement.
• Initiate local and international bidding processes, under
the supervision of the Project Coordinator and in
collaboration with the Procurement Unit, manage the
qualification and shortlisting of bidders, preparation of
bids, assurance bids, pre bid conference, receipt and
opening bids, bid evaluation, recommendations of
award, contracts negotiations, contract finalisation and
issuance.
• Develop and implement systems for internal control
that will ensure compliance with contractual terms and
conditions in collaboration with the Procurement unit.
• Monitor and analyse contract performance against
agreed benchmarks and through agreed reporting
mechanism.
• Advise Project Coordinator on any potential issues and
recommend remedial actions/solutions.
• Negotiate, within the terms and condition of the
contracts, solutions to conflicts/problems arising in case
of performance or non-compliance with contractual
obligations Manage the project procurement through
implementing all policies and procedures related to
procurement activities and ensuring that the African
Development Bank/Government procurement
guidelines are followed in all transactions.
• Lead the development of Project Procurement Plan and
generate regular updates for the guidance of the Focal
Point (update monthly procurement plan).
• Coordinate with the Financial Officer, the regular
preparation of project procurement depoits, as part of
the African Development Bank/Government reporting
requirements.
Qualification, experience and essential competence:
• University degree in purchasing and supply chain
management or equivalent.
• At least 6 years work experience in contract and
procurement of works goods and service, 3 years of
which are at a project level.
• Proven experience in preparation of construction and
tech nical documentation.
• Experience in working in complex environments and
large infrastructure and/or in civil works.
• Knowledge in procurement procedures of Government.
• Knowledge of African Development Bank procedures
will be an added advantage.
• Member of the procurement professional body.
Duty Station:
All the officers under the Lobito Corridor Trade Facilitation
Project will be stationed in Lusaka and will involve frequent
travels to identified border sites for this project.
Duration of Assignment:
The assignment shall be for a period of four (4) years.
