Job Vacancies: Zambia Revenue Authority (8 Positions) | WestMac Media

In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast changing business environment on the other, we are seeking highly motivated, result-oriented and well-qualified and experienced professionals to fill the following vacancies in ZRA.  

POSITION: ASSISTANT DIRECTOR - DATA ANALYTICS SUPPORT – ZRA 03 
Reporting directly to the Director — Corporate Strategy, the job holder will be responsible for effectively designing, developing and supporting of ZRA data platforms that enable the delivery and construction of processes for the data management, discovery, data Intelligence, leveraging big data technologies and provide corporate Level data analytics support to ZRA. 

The job holder will also support the ZRA business through implementation of systems based controls and driving a data driven decision making environment for the purpose of achieving the set Strategic Objectives (Sos). 

MAIN DUTIES/ACCOUNTABILITIES 
• Facilitate the design, development and support on ZRA data platforms that enable the delivery and construction of processes for the Data Management, Discovery and Data Intelligence, leveraging big data technologies; 
• Facilitate the development, consolidation and warehousing of data from internal and external data sources; 
• Facilitate capacity building in big data analytics at Division/Department and Corporate level to ensure consistent data analytics practices across ZRA:
• Facilitate implementation of data analytics related initiatives in conjunction with internal and external stakeholders; 
• Facilitate systems integration, including design, development and support of internal and external Application Programming Interfaces (APIs), Adapters, Data Warehouses and Analytics;
• Manage a structured and agile data modelling development lifecycle and developing 
• Ensuring excellent practices are utilized in providing strategic support to Data Analytics Management and Integration Solutions; 
• Implement the identified Business Process Improvement activities to optimise data analytics;
• Facilitate implementation of internal and external business process improvement related that would enhance data analytics collaboration with third parties; 
• Undertake change management activities to promote data driven decision making in the Authority;
• Developing big data analytics training programs at corporate level to ensure consistent data analytics practices across ZRA. 
• Facilitate benefit realisation from the data and business process improvement projects; 

MINIMUM REQUIREMENTS 
• Grade Twelve School Certificate/GCE Equivalent 
• Bachelor's degree in business, accounting. economics, computer science, statistics, mathematics, physics, engineering, Business Analytics, Data Science, Information Management or other quantitative field. 
• Minimum 8 years relevant experience with 3 year management/ leadership experience Master's Degree in a relevant field is an added advantage

POSITION: ACCOUNTANT - REFUND ANALYTICS - ZRA05 x3 
Reporting directly to the Senior Accountant - Analytics, the job holder will be responsible for turning refund data into information for business decisions. 

MAIN DUTIES/ACCOUNTABILITIES 
• Analyse tax refunds data 
• Interpret data and analyse results using statistical techniques and provide ongoing reports
• Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality 
• Acquire data from primary or secondary data sources (e.g. Tax on line, Asycuda world) and manipulate it into useful reports. 
• Identify, analyse, and interpret trends or patterns in complex data sets. 
• Filter and "clean" data by reviewing computer reports, printouts, and performance indicators to locate and report problems. 
• Work with management to prioritize business and information needs. 
• Locate and define new process improvement opportunities 
• Keep abreast of relevant tax laws, ZRA policies and procedures. 

REQUIREMENTS 
• Grade Twelve School Certificate 1 General Certificate of Education (GCE) Equivalent. 
• BS/BA Degree in Mathematics, Economics, Accountancy, Computer Science, Information Management or Statistics. 
• Minimum of three years relevant work experience as a data analyst or in a similar role.

POSITION: PROCUREMENT EXPEDITOR - ZRA06 
Reporting directly to the Procurement Officer, the jobholder will be responsible for the management of contracts and purchase orders in order to ensure timely delivery of goods, services and works;

DUTIESAND RESPONSIBILITIES 
• Monitor Suppliers' progress on contracts and local purchase orders, facilitate and communicates on deliveries, and ensure responsible parties have physically received goods required in accordance with the terms and conditions of the contracts and/ or purchase orders. 
• Manage the purchase orders and contracts, from the time the supplier receives signed purchase order or contract until all line items have been received. 
• Obtain the Supplier's planned schedule and monitor Supplier's actual progress and key milestones; update and periodically distribute the work in progress status reports. 
• Monitor sub-Supplier progress if required for milestone payment purposes. 
• Confirm the Supplier's ready to ship date when the Supplier nears order completion, and update the work in progress report. 
• Address unforeseen changes in deliveries and impacts from both the Supplier and ZRA's perspectives. 
• Obtain a recovery plan from the Supplier for forecasted late delivery and facilitate a multi- stakeholder meeting to develop solutions I resolution. 

REQUIREMENTS 
• Grade Twelve School Certificates or General Certificate of Education (GCE) Equivalent
• Minimum of a Diploma in Purchasing and Supply or equivalent. 
• Minimum of two (2) years relevant post- qualifying work experience. 
• Full member of Zambia Institute of Purchasing and Supply with a valid practicing License
• Knowledge of the Public Procurement guidelines.

POSITION: PROCUREMENT OFFICER - ZRA05 
Reporting directly to the Procurement Controller, the job holder will be responsible for the day to day operations of the procurement activities through timely sourcing of goods, services, works and consulting services in order to meet organizational requirements. 

MAIN DUTIES/ACCOUNTABILITIES 
• Prepare bidding documents for goods, works and consultant services in accordance with the approved procurement plan for review by the Procurement Controller 
• Prepare evaluation reports and procurement committee paper 
• Undertake market research to ensure purchases are sourced from the most competitive source. 
• Prepare and drafts contracts for goods, works and services, 
• Ensure that all procurement records are properly kept and up to date 
• Prepare periodic and adhoc procurement reports timely as required 
• Administer tender closing and opening and prepare tender opening reports 
• Ensure timely matching and verification of supplier and service provider's invoices in the SAP system for onward transmission to Finance Department 

REQUIREMENTS 
• Grade Twelve (12) School Certificate or General Certificate of Education (GCE) Equivalent 
• Bachelor of Science Degree in Procurement; 
• Minimum of three (3) years relevant post- qualifying work experience in procurement. 
• Full member of Zambia Institute of Purchasing and Supply with a valid practicing License. 
• Knowledge of the Public Procurement guidelines

POSITION: FACILITIES OFFICER - ZRA07 
Reporting directly to the Procurement Officer, the job holder will be responsible for the management of the facilities functions international), arrangement of seminars and conference facilities; 

DUTIES AND RESPONSIBILITIES 
• Administer all approved Hotel bookings; • Make arrangements for all approved local and international travels; 
• Organise general logistics in the transfer of staff effects: 
• Conduct invoice matching and release of orders through the SAP system: 
• Prepare various system reports for management information. 

REQUIREMENTS 
• Grade Twelve School Certificate or General Certificate of Education Equivalent 
• CIPS Advanced certificate in Procurement and Supply Operations or CIPS Level 3 IATA Diploma or Certificate in Travel and Tourism will be added advantage 
• Minimum of two (2) years relevant post- qualifying work experience 
• Full member of Zambia Institute of Purchasing and Supply with a valid practicing License.
