The Ministry of Health has received financing from the World
Bank toward the cost of the Southern Africa Tuberculosis
and Health Systems Support (SATBHSS) Project and intends
to apply part of the proceeds towards the consulting services
for the engagement of a firm to conduct an Out of Pocket
(OOP) Study.
The consulting services (“the Services”) include undertaking a
study to estimate Out of Pocket expenditures among TB
patients; determining the socio demographic characteristics
of patients incurring out of pocket expenditures in the event
of TB illness; estimating the burden of household out-of-
pocket expenditures for TB co-morbidities such as TB/HIV,
TB- diabetes, etc; and estimate the effects of out-of-pocket
expenditures on household and individual health care
seeking patterns.
The survey is further expected to assess
the extent and determinants of catastrophic health
expenditure on TB related services and thereafter provide
recommendations for policy advocacy and action to

The Ministry of Health (MoH) now invites eligible consulting
firms (“Consultants”) to indicate their interest in providing
the Services. Interested Consultants should provide
information demonstrating that they have the required
qualifications and relevant experience to perform the
Services. The shortlisting criteria are:
1. A track record (7 years’ experience) of and capacity to
conduct large-scale studies.
2. At least 5 years of experience conducting Population
based (Community based) and health-related surveys.
3. Institutional capacity and experience in data collection,
data management and quality assurance.
4. Experience working with national and district level health
management systems in Zambia.
5. Work experience in Southern Africa in health systems.
6. Experience in health economic research will be an added
advantage.
The attention of interested Consultants is drawn to
paragraph 1.9 of the World Bank’s Guidelines: Selection and
Employment of Consultants [under IBRD Loans and IDA
Credits & Grants] by World Bank Borrowers dated January
11 Revised July 2014 (“Consultant Guidelines”), setting forth
the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a
joint venture or a subconsultancy to enhance their
qualifications.
A Consultant will be selected in accordance with the Quality
and Cost Based Selection (QCBS) method set out in the
Consultant Guidelines.
