The Embassy of Sweden in Lusaka is currently recruiting two individuals
for the position of Financial Controller. The Controllers shall be based at
the Embassy of Sweden in Lusaka, one working with the Section for
Development Cooperation with Zambia (starting September 22, 2014) and
the other with the Regional Cooperation HIV/AIDS Section (starting
November 17, 2014).
The development cooperation is governed by results strategies decided by
the Swedish government and managed by the Swedish International
Development Cooperation Agency, Sida. The implementation is delegated
to the Embassy of Sweden.
The Controller is a part of the overall Quality Assurance system within
development cooperation at the Embassy. The Controller is responsible
for quality assurance in Development Cooperation. The Controller will be
involved in the planning, assessment, evaluation, control, quality
assurance and monitoring of financial contributions to projects and
programmes. The controller will also be involved in controlling and
advising, including competence development of Embassy staff.
Main duties of the temporary Controllers:
-Quality assuring compliance with Sida's regulations in the implementation of development cooperation, and participates in the Quality Assurance Committee.
-Analyze the monthly monitoring of the Section’s contribution management.
-Provide support to the Embassy staff in the application of existing controls and regulatory framework for development cooperation, as well as audit and budget issues.
-Control decisions, contracts, audits and payments under the Section’s development cooperation.
-Risk management
-Anti-corruption issues
Required competence:
-University degree in a relevant area such as degree in finance, or professional accountants such as ACCA/CIMA
-At least five years of professional experience
-Professional knowledge of accounting rules and accounting principles
-Experience in interpretation of legal contracts and agreements
-Experience in quality assurance in development cooperation or other
government functions
-Experience in risk assessment, risk management and internal control
-Experience in financial analysis, budgetary control and budget follow-up
-Experience in audit work and to analyse different types of audit and
inspection reports
-Experience and knowledge of financial management systems
Merits/added advantages:
-Experience in project/programme management in the development cooperation area
-Knowledge within the area of anti-corruption
-Good communication skills
-Professional command of English, both orally and written
