Job Vacancies: Catholic Relief Services Zambia (Multiple Positions) | WestMac Media

Catholic Relief Services carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas. 

CRS is currently seeking applications for the hereunder positions for a USAID-funded Scaling Up Nutrition Technical Assistance (SUN TA) contract in Zambia. The maximum amount and duration of the award is $75 million dollars for seven-years (four years, with two optional eighteen month, at the discretion of the donor). This activity is expected to provide multi-sectoral, layered, high-impact technical assistance coupled with targeted, cost effective, evidence-based direct implementation to reduce stunting in targeted districts. The SUN TA activity will be responsible for need-based technical capacity strengthening for National Food and Nutrition Commission (NFNC) and line ministries, at national, provincial and primarily at the district level. This will include capacity building in the development of annual work planning and costing of nutrition priority activities and interventions, mentoring regarding implementation of the activities by the line ministries, progress reporting, advocacy and governance strengthening, learning, and monitoring and evaluation. It will also include direct implementation to address time-sensitive gaps in programming. This activity will work initially in a minimum of 30 districts in Zambia, with the potential to increase the geographic scope in future years. 

* Position: Director Operations/Finance 

Position Summary 
Director Operations/Finance will report to Chief of Party and position will be based in Lusaka. This position exists to promote stewardship of resources, ensure principled compliance, proactively manage risk, and lead operational improvements. As part of the senior management team the incumbent will proactively manage security and mitigate security risks, and lead in development of high quality, coherent budgets, working closely with all stakeholders. In grant management, the position is responsible for ensuring that CRS Zambia fulfills its grant requirements and compliance, including developing high quality and timely grant reports which demonstrate CRS Zambia’s added value to donors. This role works in close collaboration with other staff members, particularly the senior management, program and finance teams, and CRS Zambia’s teams outside of Zambia. 

Qualifications: 
• Master’s Degree equivalent in Finance, Accounting or Business Administration and a Bachelor’s Degree or a Full Professional qualification in Accounting (CPA/ACCA/CIMA or equivalent 
• Member of Zambia Institute of Chartered Accountants 
• Minimum of eight (8) years’ management level experience in client / funder / grants management and at least three (3) of which should be in a senior management position in a reputed international or national non- governmental organization (NGO) 
• Experience in managing large budgets with diverse international donor base 
• Experience implementing USAID funding regulations and reporting standards, particularly contracts 
• Knowledge of International Financial Reporting Standards, Zambian government policies and regulations on financial management, taxation and General Accounting Principles 
• Member of the Zambia Institute of Chartered Accountants 
• Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and other accounting information management systems such as Pastel. 

*Position: Coordination and Communication Expert 

Position Summary
The Coordination and Communication Expert will report to Chief of Party and position will be based in Lusaka. S/he will liaise with the SUN stakeholders to identify synergies around monitoring of provincial and district level activities and develop protocols for communication and coordination to facilitate engagement with SUN districts. S/he will collaborate with NFNC and other SUN stakeholders in the development of a protocol regarding administrative communications and approvals needed from national, province and district levels. This coordination mechanism will improve efficiency and help SUN stakeholders to rapidly identify and address problems as they arise. Additional responsibilities will include support for knowledge management and sharing with SUN stakeholders and NFNC. 

Qualifications: 
• Degree in Business Management, Communications, Public Relations, Media Relations, or other related fields 
• Minimum Eight (8) years of experience in communications or public relations in Zambia 
• Experience working with bilateral, UN agencies, US government or Government of Zambia Understanding of requirements under USAID 
• Branding and Marking in USAID Direct Contracts 
• Understanding of the institutional and legal framework in Zambia as it relates to PR, media and communications issues 
• Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and multi-media tools and skills 
• Knowledge of local languages an added advantage 

*Position: Administrative Manager 

Position Summary 
The Administrative Manager will report to Director of Operations / Finance and position will be based in Lusaka. S/he manages the provision of responsive, effective, and efficient administrative services including, Logistics Supply Chain, Fleet, Procurement, Security and Safety in support of the Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable. S/he promotes and ensures stewardship of resources ensuring that a high- quality service approach is integrated into administrative systems, policies and procedures. 

Qualifications: 
• Bachelor’s Degree in Business Administration or other relevant field 
• Minimum of six (6) years work experience in administrative support functions with an NGO with increasing responsibility including office management experience 
• Procurement experience a plus 
• Staff management experience and abilities that are conducive to a learning environment 
• Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems. 

*Position: Monitoring & Evaluation Officer x15 

Position Summary 
The Monitoring and Evaluation (M&E) Officer will report to the District Capacity Strengthening Advisor, supported by Monitoring & Evaluation Expert and Data Use Advisors and position will be based in a district to be determined. S/he will work closely with key line ministries represented by the District Nutrition Coordination Committees (DNCCs) to strengthen their capacity in M&E and improve data collection, data utilization for decision-making and data quality around nutrition indicators. 

Qualifications: 
• University degree in Monitoring and Evaluation, Public Health, Social Sciences or other relevant discipline 
• Five (5) years’ relevant work experience in monitoring and evaluation 
• Experience with Scaling Up Nutrition, working with the National Food and Nutrition Commission (NFNC) and other Zambian government ministries 
• Experience working in at least one of the following sectors: nutrition and food security, mother and child health and water sanitation and hygiene 
• Experience implementing M&E activities under USAID funded projects preferred 
• Experience in deploying M&E tools and strategies for data collection, analysis, producing reports and leading evaluations, surveys, and quantitative and qualitative research including digital data collection 
• Experience in monitoring and accountability system and supporting learning from that information 
• Demonstrated progressive experience in program monitoring, capacity building in M&E of host government, and reporting on large- scale project progress 
• Demonstrated ability to work effectively and collaborate with government entities and community leaders and transfer knowledge to diverse audiences through workshops, training, meetings, and participatory methods 
• Proficiency in using MS Office including Word, Excel, PowerPoint and Outlook including statistical packages (SPSS or STATA preferred) and web based data collection platforms such as Kobo tool box, i Form builder and Open Data Kit. 

*Position: District Capacity Strengthening Advisor x10 

Position Summary 
District Capacity Strengthening Advisors will report to Capacity Strengthening & Governance Expert and position to be based in a District to be determined. S/he will be placed in targeted districts and will support the annual planning process of existing District Nutrition Coordinating Committees (DNCC) and the formation of new DNCCs as requested. The District Capacity Strengthening Advisors will provide technical assistance to needs identified in each district’s approved SUN work plan. S/he will manage a team of Nutrition Integration Officers and M&E Officers to coordinate technical assistance to key line ministries as needed. 

Qualifications: 
• Bachelor’s degree in Social Sciences or other related area 
• Minimum Eight (8) years of experience in project management, within international organizations or the private sector, including: management of human resources, project activities and/or budgets 
• Minimum Five (5) years’ experience utilizing participatory assessment, mapping and planning tools with communities, government representatives and elected officials 
• Strong organizational and time management skills; a demonstrated ability to work independently and under tight deadlines 
• Demonstrated integrity, discretion and modeling of good governance practices in all interactions 
• Excellent cross-cultural skills and familiarity with gender equality principles. 

*Position: Grants and Compliance Manager 

Position Summary 
The Grants and Compliance Manager will report to Director Operations/Finance and position will be based in Lusaka. S/he support the Director of Operations/Finance to oversee the effective and appropriate use of financial resources, ensures compliance with relevant regulation and laws, generate financial reports and invoices, track expenses, and administer subcontracts. The Grants and Compliance Manager will support the effective implementation of the SUN TA grants under contracts (GUCs) components. 

Qualifications: 
• Bachelor’s degree in Accountancy, Business Administration with courses in accounting, or a Full qualification in accounting (CPA/ACCA/CIMA or equivalent) 
• Minimum Six (6) years’ experience in a position with similar responsibilities, preferably with an international NGO, Community Based Organizations (CBOs) and related implementing agencies active in Zambia, particularly at the level of field operations 
• Experience in working with international donor funded projects and /or international donor agencies in grant management 
• Knowledge of budgeting planning and preparations 
• Knowledge of USAID donor funding regulations and reporting standards, specifically contracts 
• Knowledge of the relevant donor regulations and international donor funded projects and/or international donor agencies such as USAID UN 
• Knowledge of government policies and regulations on financial management and Zambian taxation 
• Knowledge of International Financial Reporting Standards and General Accounting Principles 
• Proficient in MS Office packages (Excel, Word, PowerPoint, Visio) and other accounting information management systems such as Pastel.

Position Summary 
This position exists to transport CRS staff and partners/clients to and from relevant destinations in a safe and comfortable manner. The position will also carry out messenger services and will deliver mail and other goods to specified recipients. Education and

* Position: Project Accountant 

Position Summary 
The Project Accountant will report to the Director Operations/Finance and position will be based in Lusaka. S/he will help coordinate and contribute to the implementation of the project policies and procedures in compliance with CRS’ established accounting standards, donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. S/he will efficiently perform accounting services through documenting the project financial transactions by compiling, analyzing, and verifying account information, preparing account entries, and delivering financial reporting services throughout the project life cycle. The Project Accountant will also be responsible for delivery of accounting and financial reporting services for either payable or receivable transactions. 

Qualifications: 
• Bachelor’s degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a Full professional qualification in accounting (CPA/ACCA or equivalent) 
• Minimum of five (5) years’ experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution 
• Knowledge of International Financial Reporting Standards and General Accounting Principles 
• Knowledge of USAID donor funding regulations (including contracts and grants under contracts) and reporting standards as well as government policies and regulations on financial management and taxation 
• Member of the Zambia Institute of Chartered Accountants 
• Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), and other accounting information management systems such as Paste. 


*Position: Procurement Officer 

Position Summary 
The procurement Officer will report to the Director Operations/Finance and position will be based in Lusaka. S/he will coordinate local procurement activities and processes to acquire goods and services in support of the delivery of high-quality programming to the poor and vulnerable. S/he will be knowledgeable and experienced to successfully coordinate the quality and efficiency of procurement and purchasing activities and ensure stewardship, integrity, transparency, and accountability. 

Qualifications: 
• Diploma in Purchasing and Supply or Procurement 
• Member of Zambia Institute of Purchasing and Supply 
• Minimum of two (2) years work experience in procurement/purchasing management, logistics, administration, preferably with an international organization 
• Knowledge of USAID donor procurement regulations 
• Knowledge of international and national procurement regulations and local market conditions 
• Knowledge of contract terms, as well as a proven ability to successfully complete purchase orders against specifications 
• Proficient in MS Office package (Excel, Word, PowerPoint), experience with database management systems (e.g. MS Access) highly desirable. 

* Position: Nutrition Integration Officer x30 

Position Summary 
The Nutrition Integration Officer will report to the District Capacity Strengthening Advisor. S/he will be based and placed at district (to be determined) level to support capacity building of the District Nutrition Coordinating Committee (DNCC) in establishing Care Groups within their communities to ensure a multi-sector approach and the delivery of a package of key nutrition services (through coordinated service delivery and referrals) at the household level to reduce stunting. 

Qualifications: 
• Bachelor’s in progress with direct experience implementing the Care Group Model 
• Bachelor’s Degree in Public Health, or Nutrition or Clinical Medicine or Social Science is preferred Member of Health Professions Council of Zambia, General Nursing Council of Zambia or Nutrition Association of Zambia 
• Seven (7) years of work experience in health and nutrition programs 
• Experience of working with NGOs and other partners on Nutrition required, on the Care Group Model is a plus 
• Demonstrated experience coordinating with and advocating among a broad set of diverse stakeholders including communities, local and national governments, including National Food and Nutrition Commission, NGOs, and other local partners 
• Proven ability to provide representation at donor and District level meetings 
• Proficiency in using MS Office including Word, Excel, PowerPoint and Outlook.
